Marraige and citizenship

I have a friend who is married to an American. They are very poor. He says it would cost three thousand dollars in order for him to be able to get a job here. I thought if you were married to an American you had instant citizenship. What can someone do when they have no money and they want to do the right thing? Please help.

Marriage with USC alone does not give you automatic citizenship. It does not give you automatic permanent residency (greencard) either. The USC spouse needs to file for immigrant petition for the foreign spouse. During the application process, the foreign spouse can apply for work permit so to legally work in the US. Your friend should seek attorney's help to go through the process.
