Legal Question in Immigration Law in Oregon

Hello my wife and I just got married we had my pastor, signed the certificate but not the licence application, we wanted to know if he can sign the document so she can get her citizenship. We where told that only a judge or notery could get us married for her to get her papers, but my pastor has been a pastor for years, but dosn't have a pastor licence he has looked into it and found that you dont need a licence to be a pastor. Can you help us please

If the local government registrar of marriages will accept the documentation he provides to register the marriage officially, then his credentials are OK. You need the official document registered with the government called a marriage certificate issued by them to get permanent residence approved.
