am I entitle to a copy of the at fault drivers insurance policy?

In general, presuming you were not a passenger in the at-fault driver's vehicle, you're not entitled as a matter of law to a copy of that driver's policy. That changes, however, once a lawsuit is filed. Then, as part of the discovery process in civil suits in Oregon, the plaintiff IS entitled to at least a copy of the policy declarations, which is generally the part you actually want.
The "dec sheet" (policy declarations) is just the list of types of coverage with the dollar limits of each category of coverage.
Even if a lawsuit isn't filed, you can still ask the at-fault driver's insurance adjuster to ASK HIS INSURED if he can release the limits info to you. Sometimes, they will do so.
