I presume from your brief question that you want to find the law that says that you can drive WITHOUT any insurance, if instead you can show you are "financially responsible." I don't have the citation handy to the law you seek, but the law does NOT permit one to drive by merely showing one is "financially responsible," in any general sense.
Oregon law requires a specific type and amount of a BOND that you'd have to post, if you were to do that in lieu of buying insurance. You should call the state's insurance regulatory agency for this info, the Oregon INSURANCE COMMISSION in Salem, and don't rely on my generic answer. I'm sure they'll be able to help you.
