Legal Question in Insurance Law in Oregon

I am the guardian of a lady who is in foster care for the last four years. Before that, for two years, she lived with me and I took care of her fully. Then I couldn't do the health care part anymore and had to place her in foster care. I still take care of every detail of her life other than hands on care. She lives on SSI, but now has an old life insurance policy from her father to be paid out. I realize that the state will want to take this money. Am I entitled to be a creditor for some of those funds. I have received nothing in the care I have given over the years. Thank you.
