can an ex-husband, living in UK , claim a percentage of money from the sale of a house, in the UK,or any other assets, from the ex-wife, who is now living in USA, and is also a US citizen?

You'll need a barrister in the UK to help you with this, but I don't see why he shouldn't get any portion that corresponds to what he put into it or is owed by you. Which means he shouldn't get anything if it isn't due.
