how to make a employer receive a letter

I recently sent my former employer a letter regarding the wages and monies i was owed. I sent it certified return reciept but he won't sign for it. I have been told to make contact with him before I contact the state. We ended on such bad terms I don't want to call or meet with him face to face. What do I do he won't sign for the letter?

It appears you were not paid some amount of wages upon termination and are due a penalty. To get the full penalty, you must make written demand and the employer must not pay within 12 days of that demand. The fact the employer refuses to sign is unlikely to get him/it off the hook. Usually, if notice is mailed and refused, it is the same as having received it.

You should get the assistance of a lawyer. The statute giving you the right to penalties also provides for payment of attorneys fees by the employer.
