Legal Question in Landlord & Tenant Law in Oregon

Landlord/Tenant law in Oregon. We were able to file papers and go before a judge and get a temporary stalking order approved on my daughter's neighbor a couple days ago. My daughter lives directly across from her in an apartment building. It is a courtyard setting so her front door and dining room window directly face hers. My question is since the stalking order states this woman cannot so much as be within view of my daughter will management now have to either move or evict this woman? Every day when it gets close to the time my daughter gets home from work this woman opens her front door and window and watches for her. She will harass her verbally and physically. She always thinks if anyone is talking to other neighbors outside that they are talking about her. She will watch her from other windows when she goes down to the mailbox which is near the office then accuse her of talking to the managers. I can see no way for her to remain living there when the stalking order says she can't be within sight but am unsure of what the law says. At least 5 tenants have complained about this woman and management has been notified of issues, incidents and police visits many many times. They always say it's too hard to evict people. Even really bad hostile neighbors. Especially if they are on housing (my daughter does not get any assistance but this woman might). My daughter works hard to provide for my grand daughter but cannot afford to move right now. Rents are expensive and move in costs are prohibitive. Thank you.

Your neighbor's landlord is not required to evict your neighbor just because there's a restraining order. The police should get involved if there are any alleged violations.
