Does a landlord have the right to give a 72 hour notice without a signed lease agreement?

Yes. In Oregon when there is no rental agreement, or when the agreement is silent in an area, the Oregon Residential Landlord Tenant Law, ORS 90, applies. The statute permits a 72 hour notice when a tenant fails to pay rent.
