If I don't have a rental agreement can I evict someone in my home that has not paid rent for 2 months?

Yes you can, but you still have follow all the proper procedures required under the Oregon Residential Landlord Tenant Act (ORTLA). (Even thought you are sharing a house with this person.) This is a complicated and technical area, so if you are not familiar with it, you should work with an attorney experienced in all the aspects of ORTLA.
