When there is no written rental agreement, the Oregon Residential Landlord Tenant Act fills in the blanks.
Oregon law does provide for a 72 hour notice to tenants who have failed to pay their rent by the date it is due. That Notice cannot be given until the tenant is at least 7 days past the rent due date.
