Whopper of a question
Alright, I moved into an apartment with a girl that told me she was responsible, sane, ect. It's been two months since we've moved in. Since then, she has (you better be ready, she's only 17 by the way) had sex with over 15 guys, a few of them have been married and about 32 years old, been pregnent twice, contracted four STD's, brings people over all hours of the night, most of them are the creepiest drug dealer/users I've ever seen, she has the worst case of bipolar that her doctors have ever seen and she doesn't take her medication so she angry and yelling all the time, she's messy, she hasn't cleaned up once since we've moved in, she's invited other people over to live there without asking me, she has a cat that is a violation of the lease, she's threated my well being three times and actually got up and ran over to me to fight me, she causes so much drama, she hasn't paid her rent herself since she's been there (other people pay it for her), and there is some more but I'm running out of space. Basically, I'm trying to get out of here; transfer to another apt, break the lease, ect. But the apt manager says there is nothing they can do to help. I've tried everything. Please contact me with some help. I'm so scared to be here.

If you're both on the lease then you're both obligated to your landlord for the payment of lease.
You're not liable past 30 days if you're on a month-to-month, and if you're on a fixed term lease and break the lease you're liable for whatever damages the landlord has subject to landlord's duty to mitigate.
If the apt is still being paid for by your friend then the landlord's damages arguably are none.
In the future draft up a roommate agreement and have both parties sign it.
Unfortunately only landlords can evict tenants, so you can't do it.
If you can afford the rent and would otherwise stay, why don't you suggest to the landlord to evict her based on violations of the lease (cat, unauthorized nightly guests).
It's a bad situation, but be strong and learn from it, and you'll get through it my friend.
