Can we file a suit against a State Bar Association such as the Oregon State Bar? If so how do we go about it?

Yes, you can. Hire an attorney to do it. You can find an attorney by using the Oregon State Bar at http://www.osbar.org/public/ris/ris.html.

It's also important to know that under Oregon law there may be strict and short deadlines requiring you to provide notice to the Oregon State Bar of your intent to make a claim. The deadline could be as short at 180 days from the injury or loss.
You should talk to an attorney as soon as possible to make sure that these deadlines are met or you may not be able to make your claim.
