Please describe the Recent Changes in the Law which prohibited agents and attorneys from charging fees for services provided before the Board of Veterans� Appeals issued a final decision in a case?

Attorney Represenation as soon as notice of disagreement (NOD) is filed on or after June 20, 2007

On December 22, 2006, the �Veterans Benefits, Health Care, and Information Technology Act of 2006� was signed into law as Public Law 109-461. Section 101 of Public Law 109-461, among other things, provides that claimants for Department of Veterans Affairs (VA) benefits may hire an agent or attorney earlier in the claims process.

Under the new law, agents and attorneys may charge claimants for representation in any case in which a notice of disagreement (NOD) is filed on or after June 20, 2007.
