Dog Bite- Dog owner not a US citizen
My boyfriend was bitten by his friend's dog 6 months ago and the result was the permanent loss of the tip of his thumb and a pile of doctor bills. When my boyfriend has asked his friend about paying the bills, he says he has no money. He is a citizen of Spain and has no job here but his and his girlfriend's parents are supporting him. The dog had already bitten two other people when it bit my boyfriend so the friend knew it was a dangerous animal. How do we go about suing someone that is not a citizen of the US? Do our laws apply to him?

The first question is WHERE did this injury occur? If it occurred on property where the dog-owing Spaniard was living, their homeowner's insurance may or may not be available. It may even be available if the injury occurred away from where he was living, but there was insurace on the property where he was staying. The other question is HOW it occurred. Was the dog on the loose? Was the Spaniard with the dog at the time, or was someone else taking care of the dog at the time of the bite? Is there a leash law where this happened? To answer your specific question --assuming this injury happened in Oregon, YES, Oregon law applies to him, and he can be sued here. You should consult a lawyer about proceeding further. There is a TWO-YEAR statute of limitations that most likely applies in this case, which means that if the claim is not pursued and settled or filed by the two-year anniverary of the bite, then your friend may be forever barred from bringing a claim beyond that date.
