Personal Injury Accident State Vehicle

I was employed by State Parks last summer, my daughterwas with me earning her JR. Ranger badge. She was riding in a State Vehicle with me, inside the park. Everytime we got in I told her buckle her seatbelt. We were returning to the shop, When my daughter fell out of the vehicle. She sustained severe head injuries. I was never given by my employer, any insurance info., or a claim form. Doctor bills are in excess of 18,000 dollars. When my daughter came out of surgery, I asked if she remembered me telling her to put on her seat belt ? She replied that she was wearing it, but when the door opened the seatbelt didn't hold me. I had also on previous occassions had problems with both the door & seatbelt. My Question is: Can I still file a claim if it happened 83199, & is my daughter intitled to compensation? Should I consult with an attorney, or try to settle on my own?
