Apparently the roots from one of my trees has grown under my neighbor's carport and garage causing some buckling of her cement...what are my legal obligations to her?

She can file a lawsuit against you for trespass, alleging that you are intentionally or negligently causing harm to her carport and garage.
You might suggest to her that she trim the roots on her side of the property line. She can legally do that anyway, as long as that does not significantly harm your trees.
You should check your homeowner's insurance policy and see if it covers damage to neighboring property caused by vegetation. And you can suggest to your neighbor that she check her policy and see if it covers damage from vegetation.
