Can you file legal charges against a loan officer who verbally promised you a cash payout in your loan and then when you signed your closing papers it turned out she lied to you and it wasn't in the paperwork and now you are stuck with a new home that you can't afford?

You cannot file "charges," because only the police or prosecutors can do that. You can file a lawsuit against the loan officer and his/her bank, but you will probably have a hard time proving that she made the promise you say she made. How can you prove it?
