can the lender get a deficiency judgement on a 2nd trust deed in Oregon

It depends. There are some new laws in Oregon in this area and in certain cases, for personal residences, the lender may not be able to do so. If the 2nd trust deed is for a rental property, second home or other investment property, the lender is likely to be able to sue separately on the promissory note and get a judgment against the borrower.
