Minimum income requirements

My parents have been living in a retirement community of mobile homes for the past seven years. Recently, an investor purchased the community. As a result of the purchase, the investor is stipulating that residents have a minimum annual income. The mobile home that they live in is paid for in its entirety. Is this legal?

What counts, apparently, in this situation, is not who owns the mobile home(your parents), but the land under their mobile home. Which means, of course, that the owner of the land on which the mobile homes currently sit can set whatever conditions for your parents' continued stay that he chooses, unless they have a legal basis to contend otherwise such as a contract which would protect their right to remain on their site, no matter to whom the trailer community was sold.
