We purchased an interval timeshare at the Westgate Tower in Las Vegas, NV in 2008, it has been sold to Hilton as the Elara Hotel how do we get rid of it, and get our downpayment returned?

You would sell it, like any other timeshare. The fact that the building has changed hands is 99.99% likely to be irrelevant to any opportunity for you to get rid of it or get your downpayment returned.
