In an REO auction are either the bank or auctioneer legally obligated to disclose the fact that the house being auction off is full of asbestos?

No. In a foreclosure auction the property is always sold as is . It is up to the buyer to make a close examination of the property. In most foreclosures the lender has no idea what condition the property is in.
