deaths, liability for outstanding debts

My sister commited suicide in Oregon, and I'm low income,and I'm thelast member of the immediate family, other than an aunt and uncle, and she's had some credit card debts piled up--could I be liable for these debts?--plus are there any programs to take care of her death expenses?

You are not liable for your late sister's debts unless you were responsible for creating them (for example, you used her credit cards to buy something for yourself).

If your sister had any assets, those could be used to pay for her final expenses. If she had any money beyond that, it should be used to pay her debts.
