I am the executor for my dads will. When he dies what powers of distribution do I have for his personal property not named in the will? example tools, jewelery, furniture

Typically there are provisions in a Will called a "residual clause" that provide for the distribution of assets that are not specifically mentioned in the Will. You will need to look to see if there is a residual clause in the will and follow the directions in the Will. If no residual clause exists, the assets would pass according to Oregon's intestate laws.
