I am the executor of estate/ Living Trust -- the banks are not cooperating with my power attorney and successor executor status. Is there state or federal agency I can report this too?

You may have things a bit mixed up. A power of attorney is no longer valid after death, so if that was what you were trying to use, the bank properly refused. You are not officially the "executor" of an estate until you are appointed by a court. Merely being named in a will is not enough. Once appointed, you will get letters testamentary that you can give to the bank to so that you are properly appointed .
Because handling these things can become very complicated you really should consult with an attorney. An attorney can help guide you in how to properly administer the trust and can work with you to file the probate if it is necessary .
