Executor/Probate: fees/expenses
As an executor, do the fees incurred by the executor differ from the expenses? Also, if the will was created in oregon, and executor is in california, which state does it apply to?

Executor fees are different from expenses. Neither the state where the will was created, nor the location of the executor determine the fees.
Instead, the fees are determined by the law of the state where the person died and where the estate is probated (usually the state of the person's residence). In some cases, there can also be a probate in a state where the person owned real property.
