When a person dies without any relatives what is the best way to setup things prior to death so that the remains and property are disposed of without bothering the apartment management of the building the person was living in at the time of death?

You will need a will to designate someone to be responsible for your property and to identify who gets it. Without a will, the state of Oregon will get the property (in the hope that some day a relative might appear-you'd be surprised how distant that relative can be). You will also want to have an advance medical directive, so if you are unable to make medical decisions before you are gone, someone can do this for you.
It is also a good idea to pre-plan and pre-pay for your funeral arrangements. Any funeral home can assist with this.
Finally, let your apartment manager know who you have designated and how to contact them.
