Not directly. The executor is appointed by the court. If he/she is not doing the job, and you are one of the beneficiaries of the estate, you may petition the court to remove the current executor and replace him/her.

The court does not take such petitions lightly and you would have to prove that the executor was not doing what he/she is supposed to do.
