Are wills public record?

I'm curious if I can access and review the will of a living family member. Are wills considered public record?

No, you cannot access the will of a living family member unless that person choses to show it to you. Wills can be changed at any time up until the testator either loses the capacity to change their will or dies.

Wills do not become public record until the person dies and the will is offered for probate. If there is no probate, then the will does not ever become public record.
