Legal Question in Banking Law in Pakistan

A bank's account holder was maintaining saving account and having locker rented out in his name. Now, daughter of the customer approached bank's branch concerned and provided Death Certificate of his father with the request to close his deceased's father account as it is having no balance and also requested to close LOCKER allocated to his father informing that it is empty while its key also lost by them. Please advise whether based on written request of daughter of deceased account holder, can bank close LOCKER of her father and break open it for renting it out to some other customer OR bank would require court Succession Certificate or court order to break open the locker.
