Legal Question in Banking Law in Pakistan

My employer issued me a cheque worth Rs.40,000/- in connection with my outstanding dues after the co. is closed (although co. is still there but its operations are stopped and staff is spared). The cheque has been bounced back due to insufficient funds in employer a/c and when I told the employer he sent a person in the bank and collected the cheque back. Now I want to ask a couple of questions:

1. Bouncing of cheque is voilation of law or not?

2. What kind of case can I register against the employer?

3. Since the bank returned the bounced cheque to a third person without my permission but even worst without bringing into my notice, now I'm of the view that bank should register FIR against the collector to get that cheque back since my employer is not returning it. Am I right? What if bank refused to register FIR against the collector?

3. The cheque was only part of my total dues and now i want to claim all outstanding dues from him? Is it possible? If yes, how. If not, why?

Kindly respond and oblige.
