Deaf and Dumb
whether Deaf and Dumb person can transfer his property or not?

Yes he can transfer
If he is a literate person then it would be quite like a normal person otherwise through his guardian. but the guardian will have to prove in the court of law that the act is in his entire interest and the guardian is the person who understands the language of the deaf and dumb. then the court will authorise the guardian to sign on behalf of that person or with the sign of that deaf and dumb
