Legal Question in Civil Rights Law in Pakistan

It is said that after issuance / promulgation of presidential orders(probably Haqooq Niswan Bill) passed by Late Pervaiz Musharif, Couples (girls & boys / males & females) are free to meet and conduct various unethical and incident acts (sex etc) with their mutual consent even in parks / public places. Even no one can register complain in Police Station / Court of Law against such unethical acts / evils. Is it true?

it is wrong information you collect from anywhere.fact is that any couple involved in such as activities must can investigate by any session judge and not lodged FIR before completion of investigations.if they found guilty then they will be punished and if the complaint will be fake then the complainant will be punished as much as punished equal to that allegation punishment which describes in law.
