The law says that whenever an immovable property of worth more than 100 rupees is sold, it must be registered under section 17 of Registration Act. That property is usually registered in the Registrar's office of a district of Tehsil. I have no exact idea about the different areas of Karachi. However in many cities of Pakistan they have given powers to housing schemes and societies to allot, register and transfer plots at their respective offices. You have to check which institution is the governing body of Gulistan-e-Johar and then you have to check the local rules of registration applicable there.
