Legal Question in Criminal Law in Pakistan

Hi.

One of my relatives borrowed PKR150,000 and 250 GBP from me in December 2009. He gave me a cheque for PKR150,000 which was bounced on 7th February 2010.He is now with false excuses promising to pay but I know he will not.

I took the cheque to the Police Station Defence A in Lahore where I saw Mr. M.Akram who wrote my application and then Mr. Khalid, both are asking for money to file an FIR.

What are my options when the police is asking for bribe?

I cannot find CPLC phone number to register a complaint. Is this any good to register a complaint against the Police? Will it solve anything?

I also want to know that there is no proof of 250 since I paid him the cash. What is my legal position as to this claim?

I want this person to get a criminal conviction but Police is saying they will release him if he pays off his debt and asking me to return his bounced cheque in that case. Please give me a detailed advice about this with reference to the sections of law and court orders.

Any advice or practical help will be gratefully appreciated.

Kind Regards
