before arrest you can file an application before the court of session for bail before arrest and generally you will be allowed on ad interim bail as you will file the application , submitt ur machalkas to concerned court, got robkar issued to concerned police station and join the investigation.on given date, appear before the court . then your bail will be confirmed or rejected .

After arrest is once you will be sent to judicial lock up . then you can file bail after arrest to court having jurisdiction of your offence.
