Is there any condition (legally or islamically) of permission require from first wife to do 2nd marriage?

yes, according to prevailing laws of the country it is pre-requisit to get permission. But in shariah, it is not necessary to get permission . a punitive action can be taken in case of voilation under prevailing country laws...

Written permission is required from wife through Concern Reconciliation Council.
