As for Shariah principles are concerned, pronouncing the Talaq either verbally or written on simple paper, it is effective. But to make it legally effective and admissible in the courts or before other authorities, this paper must be attested by the Pakistani Embassy where you live. Now you may send this paper to your wife in pakistan and a notice of this divorce to the Arbitration Council of that area where your wife lives. If you don't send this notice to the council, legal proceedings may be initiated against you by your wife.

Another important thing which i must describe here is that being a Muslim you must fallow the teachings of Hazrat Muhammad (PBUH), and don't pronounce three "TALAQ" at a time. Just one TALAQ is enough to fulfill the purpose.
