Legal Question in Family Law in Pakistan

Dear Sir,

My sister was married to a Guy (Outside Family) 2 years back. The Guy's Intentions were not honest and had two targets in mind 1. to take revenge of a beating done by some relatives of mine which I didn't knew about till late after marriage. 2nd he and his family were more interested in mine and my sister's wealth. She stayed with her husband for first two months only till then she is at her parent's place. The Guy is a miser and cheap who doesn't believe in Haq Mehr or maintenance and only like to collect whatever he can (his education is double MA, I can't believe his concept of Haq Mehr, he says you people sell your daughters, the amount is 5 lac) . She has a daughter now and is really depressed and keep crying ever single day and night because of the irrational behavior of her husband not t own her or her child. At first during the Birth of the Daughter they filed a case of abbadi but just after second day of her going to husband's home she knew it was all for her jewellery which was at her mothers place. The came with her and her daughter snatched the jewellery and crossed the wall of my house and ran away. The police refuse to register the complaint based on the fact that girl cam with her husband and in laws.

Now we have filed a case under article 1939 for tanseekh-e-nikah for non maintenance and cruelty (he sometimes hit and is always willing to hit his wife), maintenance for period of non abadi (as per nikh naama), Maintenance of Child, expenses for pregnancy, All items of jahaiz which is quite a lot and Haq Mehr of course.

The recent position is that from five months the judge has not decided nothing on the case their lawyer has appealed for change of place though we have just filed the case in same court where they did for abadi. The Guy never comes for attendance, his brother or father come. Last but not the least through reliable source of one of my relatives he is trying to make a deal for giving her the child or if we keep the child we don't take maintenance, second we don't take haq mehr or any other expense at all and they are willing to give talaq or thirdly he is harassing that I will not give you talaq and insult you and your complete family by coming to court a thousand times and will not give nothing to you.

I need a detail answer as how to deal with his cheap tricks without obstructing the law, how to get rid of this guy he is a maniac who doesn't respect his own father, mother, wife or even child who he has only seen for night?
