Legal Question in Family Law in Pakistan

Law regarding abandoning a child.

My grand daughter was abandoned by her father in Pakistan without any support.She is a US Citizen disable child.

Is it a crime to abandon a child without any support in another country?

The father has dual citizenship of Pakistan and Canada.

The mother has been divorced and is of Pakistan national.

it is not clear whether the child is left with the mother in Pakistan or left with strangers, under family law a female child under puberty remains with mother in case of separation or dispute between the spouses or in case of divorce , with the exception that the circumstances suggest the otherwise.

if the child is with the mother in Pakistan than ,father is liable to pay for the maintenance of the minor. if the child is left with strangers not related to her, than it has to be seen that what are the circumstances , which if suggests than it can be a case of criminal negligence.
