Your brother should appear in person or his lawyer should appear on the date mentioned in the notice otherwise eventually your bhabi will get her marriage dessolved in her favor and all what she demanded will be decided in her favor.

If you received a notice from Union Council its mean your Bhabi had already got decree of dissolution of marriage from family Court. Do u know that? (*)

Now she has applied for Talaq Certificate. And there is time of 90 days for reconciliation.if you want to appear its your choice for reconciliatin. Other wise in Ex-Parte proceedings Talaq Certificate ll be issued and Talaq ll be effected.

* if u do not about the Khula case u should visit the union council and received the copy of decree of dissolution of marriage and u must consult with your Lawyer about decree.

in fact first attend the proceedings of the union counsel, it cant be said with surety whether this is a post decree notice or notice upon an application at first instance.
