Legal Question in Family Law in Pakistan

what i mean to ask is what will be the legal procedure & requirements for a court marriage are if the groom already has a first wife ????????

He needs to take permission from the 1st wife front of the incharge of union councel which is an impossible procedure.. The 1st wife can send him to jail for 1 year also in contravention. However these things are not followed in normal circumstances and practice is against the law.
