If a Company's building is rented out by the CEO of the company who is the owner of the building then what is legal way to rent out

if the building is the property of the company then a resolution in this regard has to be passed and a person be authorised to sign the rent deed by the same resolution. now that person is fully competent to go into a rental agreement. and according to new rental premises act the deed has to be registered by the rent court.
