Legal Question in Real Estate Law in Pakistan

I own a ballotting scheme plot in Gulistan-e-Jauhar, Karachi. I did not take possession of the said plot and now want to but the KDA authority says that I have to pay NUF Non utilization fee. Please guide me if I have to pay when I have not taken possession of the plot.
