what is the concept of sham allot properties in punjab?

There are many kinds of shamlats in the villages of punjab... In order to clear the concept i would like to refer to lakes, steams and roads. The lands that fall under them are shamlat and they are under ownerships of different koms owning that village. For more do consult me at [email protected]
