Legal Question in Real Estate Law in Pakistan

Dear Sir,

I need you support , I purchased a plot in Urban Area(located in city) Faisalabad , We want to construct house on this plot but we are afraid from our neighbour as it is suspected he will apply Haq shuffa on the plot . If I trasfer the Intaqal of proper as soon as possible as Register already done ,can he calim for Haq Shuffa....

Note: I have listerned that Haq Shaffa is on rural areas only. Is this rule is changed now. Please support I am worried about it. And what steps should i taken to avoid Haq Shuffa ?
