Legal Question in Criminal Law in Pennsylvania

I was caught trespassing on someone's property, I was crossing through the backyard of an abandoned building, and the police were called by the property owner. The police arrived at the scene and told us that we would be charged with trespassing and that we would receive something in the mail and we were free to go. later on that night I received a call from the officer saying that we were now being charged with burglary and two other felony charges and for us to come turn our selves in. My question is, are they allowed to add charges like that when were had already been charged and ror?
