i am 13 yrs old (about to turn 14 in 2 weeks) and my friend is 17. Can my parents put him in jail even if we didnt have sex?

In PA, when you are less than 16 years of age and the person is four or more years older than the complainant.
It would be illegal even if there was no actual sex but just physical contact of the sexual or other intimate parts of the person for the purpose of arousing or gratifying sexual desire, in either person.
I am not judging your situation but these laws are around for very good reasons and it would be best for everyone in the long run if you obey them.
It is serious stuff.

No one can be put in jail for hanging out with a 13 or 14 year old.
That being said, Atty. Weber is correct. If he is more than 4 years older than you, activities even less than sex can still be problematic.
