vehicle recovery petition

my vehicle was stolen from my home in july 1999.

pa state police recovered my auto on july 27, 2000.

pa state police notified me of recovery on aug 16, 2000.

vehicle is being stored in bucks county restoration

facility because vin number was removed or replaced.

pa state police state i must apply for replacement vin plate with penndot and that i must file a petition with bucks county court of common pleas to recover automobile.

storage facily is charging me $150 for towing vehicle plus $25 per day storage charge.

my question is how do i file a petition with bucks county court of common pleas?

p.s. i am a college graduate with an accounting degree and would like to file the petition myself but would be interested in obtaining counsel for pending lawsuit against individual who stole my auto.
