Legal Question in Disability Law in Pennsylvania

ive fallen and need your help

My husband was working as a tank welder in the mid 1970,s he fell from the tank due to company negligance,and suffered head and bank,injury and was on workers compensation,he was also under alot of meds,he was then released to go back to work,he now lives with severe degenerative disc,his doctor states it was due from his injury he had from the fall.He also has impairment problems,balance problems,train of thought,memory loss,copd.but back to the subject,He should have a right under the law,He had no knowledge of his right,to be compensated fairly,can something be done,thank you yours truly

The statute of limitations has passed unless these consequences have arisen for the first time in the past year and can be directly attributed to the incident you described.
